Tender - EOI for Conduct of Science Fair at Provincial Level Punjab

The Government of the Punjab, National Museum of Science and Technology is implementing a development scheme titled “Conduct of Science Fair at Provincial Level’ in collaboration with Intel Pakistan for ISEF reflected at GSr.No.2 in the Development Programme 2013-14 with an aim to infuse in Science & Technology among students and teachers. The Science Fair is scheduled to be conducted at the Multipurpose Hall of Government Central Model High School, Ratigon Road, Lahore during November, 2013.

The expected outcomes for conduct of Science Fair at Provincial Level are as under:-

1.         The estimated number of the participants(Teachers/Students) in Provincial Science Fair will be around from 500-1000 in number.

2.       Arrangements for opening and closing ceremony of the Fair.

3.       Arrangements for residence at 3 star hotels, meals and pick/drop facility for participants for 2-3davs from their residenccs(to be arranged by the selected firm) in Lahore.

For this National cause, The Expression of Interests(EOIs) I Technical I Financial Proposals are invited from the interested Fiims(NTN & Sale Tax Registered) to conduct Science Fair at Provincial level at the above said venue from 26 to 28 November,2013 under the guidelines and instructions as envisaged in the PC-1 of the project Technical/Financial proposals (with the description of conduct of Fair) in this regard must be submitted during office hours in the office of the undersigned not later than 15® November, 2013 for evaluation under PPRA Rules. 2.   Technical proposals will be received on 15® of November,2013 by 12.00 Noon. These proposals will be reviewed by Tender Opening / Technical Purchase Committee on the same day in the presence of Tenderers or their Authorized representative who wish to witness the tender opening. After the technical evaluation, the Financial Proposals of only technically qualified companies shall be considered/announced.

3.   The Financial Proposal shall be inclusive of all taxes and levies / duties.

4.   The companies must be registered with Income Tax and Sales Tax Department, if applicable(copy should be provided).

5.   Proposals should strictly be arranged as per given in the technical proposal in tender documents.

6.   The bid validity period shall be 90 days.

7.   Incomplete or non-conforming proposals shall be rejected.

4. Tender documents shall only be issued to the owner of the firms or their authorized representatives having valid Authority Letter duly stamped with CNIC No & production of Original CNIC of authorize persons. Contractors will submit tender documents duly signed and stamped in original along with photo copy of BOQ & Call Deposit in sealed separate envelopes, indicating both clearly i.e. “ORIGINAL” and “ COPY”. If the Contractors fail to submit their tender documents as stated above, same will be considered as non responsive/non receipt. 5.       The contractors whose performance/progress are not satisfactory shall not be allowed to participate in the bidding. Any deficiency, without stamp or incomplete information / BOQ shall be rejected.

6.       The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal. The procuring agency shall upon request communicate to any supplier or contractor who submitted a bid or proposal, the grounds for its rejection of all bids or proposals, but is not required to justify those grounds.

7.       Original Registration Certificate of Pakistan Engineering Council for the Current Year shall be shown by all interested bidders before collecting tender documents.

6.             Execution of indemnity bond with the client to the effect that the consultants shall entirely be responsible for design and product, qualitatively and quantitatively.

7.             The consultant must be registered with PEC/ PCATP in the relevant fields having license renewal for the year 2013/14.

The applicant shall also contain the following information.

1.             Full address of the firms including land line/ fax, cell, email, and any other contact.

2.             General and overall experiences of the firms.

3.             Experience working in similar geographic region of countries.

4.             Annual turnover of the firms for the last five years.

5.             Nature, cost per month inputs employer, location and disciplines required for the work undertaken.

6.             Experience of the firms in the required area of the expertise.

7.             Summary of permanent professional employees, resource person including income tax return of staff.

8.             NTN with tax submission certificate for the current year.

9.             Detail of litigations, arbitration or disputes if any.

The completed prequalification documents should be delivered to the address below not later than fourteen hundred hours on Monday November 11,2013.
