1. The Ministry of Communications, Government of Pakistan, and National Highway Authority (hereinafter referred to as Employer) invites sealed bids from firms who are pre-qualified for Emergency Maintenance Work and have deposited Annual Fee for F.Y 2013-14 in Northern Areas Region NHA.
2. Interested eligible bidders may obtain further information and collect bid documents from the office of the Director (Maintenance) NA's NHA House No 394, Street # 3, Jinnahabad District Abbottabad on production of Demand Draft/Pay Order of Rs.1,000/- (non-refundable) and Call Deposit/Earnest Money (Re-fundable) in favor of General Manager (Northern Areas) National Highway Authority Abbottabad. (Instead of NHA), which will be provided during the collection of Tender Documents.
3. Conditional Tenders and tenders not accompanied with earnest money in shape of call deposit from scheduled bank and attested copies of registered partnership deeds and power of attorney in time of tender collection are not accepted.
4. Tender documents shall only be issued to the owner of the firms or their authorized representatives having valid Authority Letter duly stamped with CNIC No & production of Original CNIC of authorize persons. Contractors will submit tender documents duly signed and stamped in original along with photo copy of BOQ & Call Deposit in sealed separate envelopes, indicating both clearly i.e. “ORIGINAL” and “ COPY”. If the Contractors fail to submit their tender documents as stated above, same will be considered as non responsive/non receipt. All contractors are also being required to render additional performance security in case of bids of minus 5% the estimated cost.
5. The contractors whose performance/progress are not satisfactory shall not be allowed to participate in the bidding. Any deficiency, without stamp or incomplete information / BOQ shall be rejected.
6. The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal. The procuring agency shall upon request communicate to any supplier or contractor who submitted a bid or proposal, the grounds for its rejection of all bids or proposals, but is not required to justify those grounds.
7. Original Registration Certificate of Pakistan Engineering Council for the Current Year shall be shown by all interested bidders before collecting tender documents.
